For a people so comparatively well off (compared to the balance of the world’s population) it seems incongruous that we would have such a low threshold to violence. People with nothing more to loose find it very easy to revolt. People of means usually consider the loss of their family, wealth, power, and status before moving to take power away from the government or rage against "the other". <br />

Yet, there is a long history of civil disobedience and riots in the time line of the nation. <br />

Looking at the <a href="https://en.wikipedia.org/wiki/List_of_incidents_of_civil_unrest_in_the_United_States">Wiki of US Riots over time</a>, you get the accurate sense that the 1960’s (53) and 1970’s (30) were a sad time. I remember. <br />

You also get the sense that this decade (2010’s, 32 major riots recorded so far) is on track to at least match both prior decades. “Assault weapon”, shall have the same meaning as a semiautomatic assault weapon as defined in the federal Public Safety and Recreational Firearms Use Protection Act, 18 U.S.C. section 921(a)(30) as appearing in such section on September 13, 1994, and shall include, but not be limited to, any of the weapons, or copies or duplicates of the weapons, of any caliber, known as: (i) Avtomat Kalashnikov (AK) (all models); (ii) Action Arms Israeli Military Industries UZI and Galil; (iii) Beretta Ar70 (SC-70); (iv) Colt AR-15; (v) Fabrique National FN/FAL, FN/LAR and FNC; (vi) SWD M-10, M-11, M-11/9 and M-12; (vi) Steyr AUG; (vii) INTRATEC TEC-9, TEC-DC9 and TEC-22; and (viii) revolving cylinder shotguns, such as, or similar to, the Street Sweeper and Striker 12; provided, however, that the term assault weapon shall not include: (i) any of the weapons, or replicas or duplicates of such weapons, specified in appendix A to 18 U.S.C. section 922 as appearing in such appendix on September 13, 1994, as such weapons were manufactured on October 1, 1993; (ii) any weapon that is operated by manual bolt, pump, lever or slide action; (iii) any weapon that has been rendered permanently inoperable or otherwise rendered permanently unable to be designated a semiautomatic assault weapon; (iv) any weapon that was manufactured prior to the year 1899; (v) any weapon that is an antique or relic, theatrical prop or other weapon that is not capable of firing a projectile and which is not intended for use as a functional weapon and cannot be readily modified through a combination of available parts into an operable assault weapon; (vi) any semiautomatic rifle that cannot accept a detachable magazine that holds more than five rounds of ammunition; or (vii) any semiautomatic shotgun that cannot hold more than five rounds of ammunition in a fixed or detachable magazine. </blockquote>

This is evidenced by the illegal (my opinion) rule making from the Obama EPA creatively “reinterpreting” the Clean Water Act away from statutory language of “navigable waterways” to the new “WOTUS” or Waters of the US, where ponds, lakes, wadis, depressions or ravines where water may temporary collect or flow, temporary wetlands and any stream, culvert natural or manmade, that the EPA deems would <b>have an effect on downstream navigable waters</b> (on both public land and private property). </div>

The Supreme Court <a href="http://www.farmandranchguide.com/news/opinion/wotus-supreme-court-ruling-gives-farmers-their-day-in-court/article_edb68f62-2f1b-11e6-a95c-1749955bc678.html">ruled unanimously</a> on June 1st that private landowners have standing and can join the lawsuit by the States to challenge the legality of this particular expansion of Federal oversight. </div>

One of the council members sits next to my wife and me at Sunday mass, but he and virtually every other member of the council refuse to have city vagrancy laws, because “homeless” people are generally viewed as victims of society’s failures. Preeminent in the endless mind-numbing discussions and meetings about the “issue” is that the city council <i class="">does not want to be seen</i> as acting harshly, but rather <a href="http://www.ibmadison.com/Blogger/Bring-It/August-2015/The-solution-to-downtown-vagrancy-send-out-the-paddy-wagon/"><i>wants to </i><i class="">be seen</i></a> to their fellow <i>Progressives</i> as having offered a cornucopia of services, outreach, and thoughtful programs to “transition” the vagrants in a caring and inclusive approach. </div>

During the investigation, it was surfaced that the 911 call center mishandled her call. After more time, it was revealed that the Dane County 911 call center was mismanaged, with dropped calls, two to four times the wait times other call centers, poor morale and training, high pay, and pedantic decision tree and data capture requirements for incoming calls. It became a <a class="" href="http://www.foxnews.com/story/2008/05/08/bungled-11-call-was-student-slaying-preventable.html">national issue</a> in May of 2008, and ever since then, there have been study committees, <a class="" href="http://www.isthmus.com/news/dane-county-supervisors-call-for-audit-of-911-center-after-zimmermann-call/">audits</a>, reports, <a class="" href="http://host.madison.com/news/local/writers/bryna-godar/dane-county-supervisors-reject-alternative-board-proposal/article_d9884a68-5965-11e4-b713-4fa698a7c9ff.html">plan rejections</a> and the <a class="" href="http://www.channel3000.com/news/County-supervisors-vote-to-strip-911-center-board-of-power/29592366">commandeering of the management of the 911 call center</a> by the <i class="">Progressive Left</i> Dane County Supervisor, <i class="">Generalissimo</i> Joe Parisi. Inclusive Communities Project</a></i>, where SCOTUS green-lighted a novel relatively new legal theory called “disparate-impact.” While the case reasonably could have been decided either way based on the merits, the result is that the scope of the majority ruling was written in such a manner that it will vastly expand use of “disparate-impact” in all law, which is the troubling part. <br />
<br />
Ordinarily, decisions (in my feeble opinion) should be written narrowly to settle specific constitutional issues raised through litigation for those with standing; what was done here was to anoint a heretofore unknown legal theory, and to do so in such a way that encourages the liberal application of “disparate-impact” throughout all government. <br />
<br />
Bottom line: if there are racial and / or economic differences in communities, the Feds can now dictate a remedy to the locals. <br />
<br />
To further accelerate this, Glorious Imperial Maximum Dear Leader announced (from the balcony of the White House?) the Affirmatively Furthering Fair Housing (AFFH) decree (no Act of Congress Required), shortly after the SCOTUS decision. <br />

And this can happen over 50 years’ time (<i>i.e.</i> zoning ordinances set long ago can be amended to correct the disparity that evolved over time). To me, this sounds a lot like the federal judicial bussing efforts of the 1970’s (that resulted in riots in Boston), and ultimately was dropped by the <i>Progressive Left </i>Social Justice Engineers. <br />

Should you be living at 66th and Bancroft in Oakland, or in Vallejo? And so, if the government so decides that Vallejo is not racially homogenous vis-à-vis South Oakland, then the zoning laws can be unilaterally changed by a judge to force Vallejo development or redevelopment, and redirect the dearth of low-income section 8 housing grants into your neighborhood. <br />

There is an aspect to racial disparity wherein people will self-segregate, but for non-racial reasons. <br />
<br />
I choose to self segregate from areas where there is high crime, choosing instead to live in a suburb that has low crime. The <i>Texas Housing</i> SCOTUS ruling and AFFH decree means now that I can be proven to be a racist (after-the-fact) if my neighborhood does not have the correct federally mandated “racially balanced” makeup. The remedy could be high density Section 8 in my neighborhood, or zoning restrictions that disallow development in the corn fields next to my neighborhood, limitations on expanding county roads to force racially correct in-fill into large blue cities, driving the middle class people away from the suburbs (or further out into the wilderness with large commutes). <br />
<br />
And of course, redirecting federal funds to the “big blue cities” who can better centrally plan your and my life choices for us. <br />

Where this will absolutely, positively will, <b>not be applied</b>, is in Washington D.C. <br />
<br />
Southeast DC and Northwest DC will somehow remain among the highest-segregated place in the US. <br />
